On July 31, 2016, amendments to the federal laws "On Citizenship of the RF" and "On the Legal Status of Foreign Citizens in Russia", establishing new criteria for simplified obtaining Russian citizenship by successful entrepreneurs and highly-valued specialists, as well as for simplified obtaining a residence permit in the RF by refugees came into force.
The legislation provides that the following applicants may apply for the admission to Russian citizenship in a simplified manner (without necessarily permanent residence for five years):
- Foreign citizens received professional education in Russia after 2002, working in Russia for at least three years.
- Foreign citizens who have worked in Russia for at least three years, the specialists whose profession is included into a special list of qualified professionals. New amendments specify that contributions, allocating by a foreign citizen to the pension fund is a must for obtaining the citizenship.
- Foreign citizens - individual entrepreneurs, after three years of doing business in Russia, if the amount of taxes from business and contributions to the pension fund is not less than one million rubles every year.
- Foreign citizens - the investors, if the share of their contributions to the authorized capital of Russian companies is not less than 10% in the last three years, the size of the authorized capital of the company - not less than 100 million rubles, and the amount of taxes paid and contributions to the pension fund - at least 6 million rubles annually.
In order to control the compliance with these requirements, the law provides for the right of the Department on migration issues of Russian Interior Ministry to request the necessary information, including the components of the tax secret information from the Pension Fund and the register of holders of securities.
Amendments of the second law establishes that foreigners after the recognition of refugee status or the obtaining temporary asylum in Russia can now expect to receive a permanent residence permit in the simplified procedure if they become members of the state program of voluntary resettlement of compatriots. Their families obtain the same right as well. The permanent residence permit is issued to them for the duration of the certificate of the state program.
