Government Decree No. 737-r of 23.03.2021 amended paragraph 9 of point 2 of Government Decree No. 635-r of 16.03.2020 in order to clarify provisions concerning persons entering the Russian Federation for medical treatment purposes.
The amended regulation stipulates that information on persons entering Russia for medical treatment purposes must be sent by a medical organisation in accordance with a special application algorithm, as well as using the Public Services Portal of the Russian Federation, to the state system of migration and registration records for control by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation and the Federal Security Service of Russia.
The algorithm for applications to enter the Russian Federation by foreign nationals, including for medical services, was approved by the Operational headquarters for preventing the spread of coronavirus infection in the Russian Federation on 14.01.2021.
In accordance with the Algorithm, the compilation of lists of foreign nationals planning to enter the territory of the Russian Federation in order to receive medical services and their uploading through the Public Service portal are only allowed for those medical organisations that are included in the Federal Register of medical organisations.
In turn, foreign nationals can also verify the decision taken regarding their entry by using the data verification service on the Public Service portal.
Please note that in accordance with the above Algorithm, foreign nationals on the list of people entering the Russian Federation by air must have with them, when crossing the State border of the Russian Federation, a medical document confirming a negative result for COVID-19 by PCR, obtained at least 3 days prior to arrival in the Russian Federation.
