On May 31, 2021, the Prime Minister of the Russian Federation Mikhail Mishustin signed a decree approving the regulation on the examination in the Russian language, history of Russia and the basics of the legislation of the Russian Federation for foreign citizens, which will enter into force on September 1, 2021 and will be valid for 6 years.
Confidence Group has prepared the main provisions of this regulation:
- Examinations will be conducted for those foreign citizens and stateless persons who want to obtain a temporary residence permit, residence permit, work permit or patent. They will need to prove that their knowledge meets the minimum required knowledge in these areas.
- To pass the exam, a person just needs to submit an application in writing or electronic forms to a special organization conducting the exam.
- Examinations in history and fundamentals of legislation will be conducted in the form of a test with the ability to fill it out on paper or on a computer. The exam in the Russian language will be both written and oral (for foreigners applying for a work permit and a patent - only written).
- It also stipulates that the examination must be recorded using video and audio recordings. Moreover, the video recording should last from10 minutes to 80 (90) minutes inclusive.
- To resolve controversial issues, the organization conducting the exam must create a special conflict commission, the composition of which is formed from the number of teachers-employees of the organization.
- Information about the issued certificates will be entered into the information system "Federal register of information about documents on education and (or) qualifications, documents on training.
