The decree grants the right to foreign citizens who wish to move to Russia due to the destructive policies of their countries to apply for a temporary residence permit in Russia in a simplified manner: without quota for issuing temporary residence permits approved by the Government and without an exam in the Russian language, history of Russia and the basics of Russian legislation.
In accordance with the decree, this right can be used by foreign citizens and stateless persons "who have expressed a desire to move to Russia for residence from foreign countries of their citizenship due to their rejection of the policies implemented by these countries, which impose destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values."
The decree stipulates that the Ministry of Internal Affairs and the Ministry of Foreign Affairs must take measures aimed at implementing the decree. We expect the publication of regulatory legal acts of these ministries establishing the procedure for applying for a temporary residence permit on this basis both in Russia and abroad.
