The publication of this order is timed to coincide with the entry into force of the law on the renunciation of Ukrainian citizenship of citizens who also have Russian citizenship, the adoption of which we wrote earlier. This law entered into force on June 17, 2023, and in accordance with it, Russian citizens who also have Ukrainian citizenship will be able to renounce of it by submitting a relevant application to the authorized bodies of Russia, and Ukrainian citizenship will be considered terminated for the legal field of Russia from the moment such an application is submitted. The procedure for submitting such an application, its form, the list of documents provided with it should be determined by the Ministry of Internal Affairs of Russia, which the ministry did with this order.
This order approves the form of such an application, the list and procedure for submitting documents for those wishing to renounce Ukrainian citizenship.
The application form is given in Appendix No. 1 to the order.
The application can be submitted directly to the Main Directorate for Migration of the Ministry of Internal Affairs of Russia, to the migration unit of the territorial body of the Ministry of Internal Affairs of Russia at the regional or district levels at the place of application of the applicant, or in electronic form through the State Services (Gosuslugi) portal.
Along with the application, a person wishing to renounce the citizenship of Ukraine provides:
- passport of a citizen of Russia (copy of all pages with marks);
- a document certifying the Russian citizenship of a child under 14 years of age (copy);
- a document (including the expired one) confirming the citizenship of Ukraine (if any), in the form of a notarized translation;
For a child under 14 years of age, the following documents are submitted along with the application:
- an identity document of the parent or guardian;
- adoption certificate;
- a document of the guardianship authority on the appointment of a guardian for the child;
- a document confirming the grounds for placing the child in an educational or medical organization (copy).
All documents drawn up in a foreign language must be submitted in the form of a notarized translation.
After acceptance of the application, a certificate with a seal on acceptance of the application is issued, all original documents are returned to the applicant.
The order entered into force simultaneously with the law on renunciation of Ukrainian citizenship, that is, on June 17, 2023.
