The government of Russia has approved an updated procedure for prohibiting foreign citizens and stateless persons from entering the country, having approved the decree of 23 August 2021 No. 1390 and the decree of 24 July 2021 No. 1263. This procedure has unified the rules and expanded the number of departments that can put foreign citizens on the list of "undesirable".
Eight departments were included in this list:
- Ministry of Internal Affairs;
- FSB;
- Ministry of Defence;
- Foreign Intelligence Service;
- Ministry of Foreign Affairs;
- FSIN;
- FCS;
- Rosfinmonitoring.
In addition, the period for which a foreign citizen becomes a persona non grata is at the discretion of these departments, and the decision is taken within a period of not more than one month from the date of direct identification and fixation of the circumstances that are the basis for such a decision and is immediately announced to such persons.
We draw your attention to the fact that at the moment the Ministry of Internal Affairs of Russia is actively working to make such decisions. In July, a decision was made to ban the entry of 14 thousand foreign citizens. Most often, these decisions are made in connection with a repeated administrative violation or due to exceeding the terms of stay in Russia.
