An application for choosing a place of residence is submitted by a Russian citizen, a foreign citizen or a stateless person registered as of October 5, 2022 at the place of residence on the territory of the DPR, LPR, Zaporozhye region or Kherson region and at the same time on the territory of another subject of Russia:
- to the Main Directorate for Migration of the Ministry of Internal Affairs
- to the migration unit of the territorial body of the Ministry of Internal Affairs at the regional or district levels at the place of application of the applicant.
An application on behalf of a Russian citizen under the age of fourteen, or a person under guardianship, is submitted by his legal representative (parent, adoptive parent, guardian).

Documents to be submitted along with the application:
For an applicant who is a citizen of Russia:
- a passport of a Russian citizen, with a mark of registration at the place of residence on the territory of another subject of Russia, or a birth certificate and a certificate of registration at the place of residence on the territory of another subject of Russia for persons under the age of fourteen.
- a residence permit issued to a citizen of Ukraine or a stateless person, with a mark of registration at the place of residence on the territory of another subject of Russia, in case of registration at the place of residence as a foreign citizen or stateless person permanently residing in Russia
- one of the documents confirming registration at the place of residence on the territory of the DPR, LPR, Zaporozhye or Kherson region:
- a document proving the identity and citizenship of Ukraine, or the former DPR or LPR with a mark of registration at the place of residence on the territory of the DPR, LPR, Zaporozhye or Kherson region.
- a certificate of registration at the place of residence issued to an identity document by the competent authority of Ukraine no later than September 30, 2022, or an address certificate issued by the Ministry of Internal Affairs of the DPR or LPR, or the military-civil administration of the Zaporozhye region or Kherson region (in case of absence in a document certifying the identity and citizenship of Ukraine, or the former DPR or LPR, information about registration at the place of residence on the territory of the DPR, LPR, Zaporozhye or Kherson region).
For an applicant - a foreign citizen:
- a passport of a foreign citizen or another document recognized by Russia as an identity document of a foreign citizen, with a mark on a temporary residence permit in Russia, as well as a mark on registration at the place of residence on the territory of another subject of Russia
- a residence permit in Russia with a mark of registration at the place of residence on the territory of another subject of Russia, in the case of an application by a foreign citizen permanently residing in Russia.
- documents confirming the fact of registration on the territory of the DPR, LPR, Zaporozhye or Kherson region.
For a stateless applicant:
- TRP or residence permit of a stateless person with a mark of registration at the place of residence in the territory of another subject of Russia
- documents confirming the fact of registration on the territory of the DPR, LPR, Zaporozhye or Kherson region.
The legal representative of the applicant, in addition to the above documents, provides:
- documents proving the identity and authority of the legal representative.
- documents containing information about the registration of a legal representative at the address chosen by the applicant for permanent residence
