By order of the Ministry of Internal Affairs of Russia of June 22, 2021 No. 477 "On approval of the application form for issuing a certificate to be sent to a diplomatic mission of a foreign state in Russia, the form of such a certificate and the procedure for issuing it", the following documents were approved:
- Application for the issuance of a certificate for travel to the diplomatic mission of a foreign state in Russia;
- Certificate for going to the diplomatic mission of a foreign state in Russia.
And also the order of their issuance.
This certificate is issued instead of an identity card to foreign persons who do not have identity documents with them (in connection with theft or loss) for such a person to follow to the diplomatic mission of a foreign state.
For the issuance of this certificate, it is necessary for such persons to have the citizenship of a foreign state or to know that the diplomatic mission of a foreign state is ready to accept it.
The certificate is issued by the local authorities of the Ministry of Internal Affairs of Russia.
The order comes into force on August 24, 2021.
