The order was issued as part of the implementation of the provisions of the new law on Russian citizenship, which entered into force on October 26, 2023 (read more about the new law in our news).
The document approves the following forms of documents:
- a form of certificate confirming the acceptance of an application on issues of Russian citizenship for consideration;
- form of conclusion on the application for admission to Russian citizenship;
- a form of conclusion on an application for renunciation of Russian citizenship of a child over whom guardianship or trusteeship of foreign citizens has been established;
- form of conclusion on the issue of termination of Russian citizenship;
- form of the decision on admission to Russian citizenship;
- form of the decision on recognition as a citizen of Russia;
- the form of the decision to terminate Russian citizenship;
- form of decision to reject an application on issues of Russian citizenship;
- form of decision on a complaint against a decision on issues of Russian citizenship, action (inaction) of territorial bodies of the Ministry of Internal Affairs of Russia and their officials.
The order also approved the requirements for photographs necessary for filing applications on citizenship issues, namely:
▪ Photo size 3 x 4 cm.
▪ The photograph must show a close-up of the head and upper part of the shoulders of the applicant (a child who has reached the age of six, an incapacitated person, who are included in the corresponding application (in respect of which the corresponding application is being submitted), and the distance fr om the top of the head to the chin should not be more than eighty percent of the size of the entire image (frame vertically).
▪ The image of the applicant (child, incapacitated person) in the photograph must correspond to his age on the day of filing the application. In the photograph, the applicant (child, incapacitated person) is depicted strictly from the front and looking straight. The background must be white, smooth, without stripes, spots and images of foreign objects and shadows.
▪ The eyes of the applicant (child, incapacitated person) must be open, and hair must not obscure them. Taking photographs wearing dark glasses or wearing a blindfold is permitted only for medical reasons.
▪ In cases wh ere the religious beliefs of the person in respect of whom the application is being submitted do not allow him to appear in front of strangers without hats, photographs are provided in hats that do not hide the oval of the face.
▪ It is not allowed to provide a photograph of the person in respect of whom the application is being submitted, in uniform, in outerwear, in scarves that cover part of the chin, as well as with an edited image in order to improve the appearance of the person depicted or its artistic treatment. The image must show all the facial features of the person being photographed.
▪ For persons who constantly wear glasses, photographing with glasses without tinted lenses is mandatory. The eyes must be clearly visible in the photograph. The frame of your glasses should not cover your eyes.
With the entry into force of the order, the orders regulating the consideration of applications on issues of Russian citizenship, adopted on the basis of the old, no longer valid law on citizenship, became invalid.
The order came into force on May 5, 2024.
