In May of 2016 the draft law providing the toughening of the responsibility for the illegal hire and use of foreign labor on the building sites, was introduced to the State Duma.
These changes are considered to simplify the prosecution by public authorities of the construction owners for the offenses listed below.
The penalty will be set for:
- concluding the labor or civil contracts violating the rules of hire and use of foreign labor;
- access of the entity using foreign labor with violations on the construction site by the construction owner;
- placement or non – preventing of the placement on the construction site of a foreign citizen violating the rules of stay in Russia.
Significant administrative fines are provided for offenders.
