This was announced in an interview by the First Deputy Minister of Internal Affairs of Russia Alexander Gorovoy. He commented on this initiative as follows: “This is still an experiment. After testing the algorithm, the government, together with colleagues from the FSB, will consider scaling it up to all border crossings.”
According to Gorovoy, Moscow was chosen for the experiment as a “traditional center of attraction for foreign citizens and a major transport hub”. A similar control system is also planned to be launched on the border with Kazakhstan, at the Mashtakovo automobile checkpoint in the Orenburg region.
We remind you that from December 29, 2021, foreign citizens are required to undergo fingerprinting, photographing and a medical examination upon entering Russia. Labor migrants must complete these procedures within 30 days, and within 90 days those entering for purposes other than work. An exception was made for citizens of the Republic of Belarus, children under six years of age, holders of diplomatic and service passports and officials of international organizations. Also, on August 15, 2024, a draft law was submitted to the State Duma of Russia for consideration, which proposes to introduce the obligation of foreign citizens to undergo fingerprinting directly upon entry into Russia, and not at the migration service at the place of stay, as is currently the case.
