In April 2017, a group of State Duma deputies proposed a draft law simplifying the obtaining of Russian citizenship by Russian native speakers, and giving the right to obtain a permanent residence permit without renouncing of any other citizenship.
"Renouncing of citizenship of a foreign state is not required if this is provided by an international treaty of the RF, if the renunciation of the citizenship of a foreign state is impossible because of reasons beyond the control of the person or in other cases provided by this federal law," the document says.
The authors of the draft law note that there are people who live and wish to live in Russia, who are fluent in Russian, have families here, work, but can not get Russian citizenship. An absolute obstacle is the procedure for renouncing of the citizenship of another state, which is required by current legislation to obtain Russian citizenship.
In the explanatory note there is a mention on Ukraine, where such problems are most relevant. The authors of the bill propose to provide that the list of countries will be determined by the Government of Russia.
