The official portal for legislative drafts of the Russian State Duma published the text of the initiative, which proposes making it mandatory to indicate the profession or specialty in work patents for foreign citizens. The amendments would affect Article 13.3 of the Federal Law "On the Legal Status of Foreign Citizens in Russia."
Under current legislation, regional authorities decide whether to require profession specifications in work patents. However, such decisions are rarely made, which, according to the bill's authors, creates difficulties in forecasting the demand for foreign labor and its distribution across regions.
The new draft law eliminates regional disparities by introducing a unified requirement for the entire territory of Russia. The main goal is to establish a centralized system for tracking foreign workers, improve labor migration management, and ensure transparency in the use of foreign labor.
The Russian government has generally supported the proposed changes but recommended further clarification on liability for working outside the profession specified in the patent.
