The State Duma of Russia proposes to introduce an entry fee for foreign citizens arriving in Russia

On March 4, 2024, a draft law was introduced to the State Duma of Russia, which proposes to introduce the obligation to pay a non-tax payment - an entry fee for all foreign citizens arriving in Russia in a manner that does not require a visa, with the exception of those traveling through Russia in transit.

When entering Russia, such citizens, in addition to other documents, will have to present a receipt for payment of this fee; in its absence, entry into Russia will be prohibited. This receipt will also need to be presented among other documents when applying for a temporary residence permit.

It is proposed that the Russian Government be given the right to establish the size of the entry fee.

According to the explanatory note, these innovations are aimed at reducing the burden on the budget in terms of implementing measures to deport foreign citizens who have violated Russian legislation, as well as creating an additional source of income.
