The State Duma of Russia proposed giving a residence permit in Russia according to a simplified procedure to the direct descendants of those who lived within the borders of modern Russia

On October 18, 2023, the draft law was submitted to the State Duma of Russia to amend Article 8 of the Federal Law “On the Legal Status of Foreign Citizens in Russia” dated July 25, 2002 No. 115-FZ,” which proposes to give the right to obtain a residence permit in Russia in a simplified manner (that is, without first obtaining a temporary residence permit) also for foreign citizens whose relatives in the direct ascending line permanently resided within the borders of modern Russia.

In the current version of the law, this category of citizens does not have the right to a simplified receipt of a residence permit.

This draft law was introduced by the special representative of the State Duma of Russia on migration and citizenship, first deputy chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Konstantin Zatulin. The explanatory note states that this innovation is aimed at simplifying the path to obtaining Russian citizenship for this category of persons.

If this draft law is adopted, it will require amendments to the Administrative Regulations of the Ministry of Internal Affairs of Russia on the provision of state services for the issuance of residence permits in Russia to foreign citizens and stateless persons.
