These draft laws propose the following:
1) to amend Article 15.1 of Federal Law No. 115 "On the Legal Status of Foreign Citizens in Russia", namely, to prohibit third parties (intermediaries) from taking part in exams in the Russian language, fundamentals of legislation and history of Russia and issuing certificates. Only educational organizations included in the list approved by the Government of Russia will be able to take exams and issue certificates.
2) include in the list of grounds for termination of Russian citizenship the commission of two or more crimes or three or more administrative offences.
3) the commission of a crime by a person illegally residing in Russia is proposed to be recognized as an aggravating circumstance.
4) increase the punishment for organizing illegal migration. In the case of committing this crime without aggravating circumstances, in addition to imprisonment for up to 5 years, fines of up to 500 thousand rubles are added. In the case of committing this crime by a group of persons by prior conspiracy or for the purpose of committing or concealing crimes, the maximum term of imprisonment is proposed to be increased from 7 to 10 years, and fines are proposed to be increased from 500 thousand to one million rubles. In the case of committing such crimes by an organized group or for the purpose of committing serious or especially serious crimes in Russia, it is proposed to deprive the person of liberty for a term of 8 to 15 years, with a fine of 3 to 5 million rubles.
5) establish measures of increased liability for forgery, production or circulation of forged documents, as well as for crimes related to fictitious registration and registration of foreign citizens. Namely, it is proposed to establish a penalty in the form of fines from 5 to 10 million rubles with confiscation of the instruments of the offense, in case of a repeat offense - from 10 to 15 million rubles with confiscation of the instruments of the offense. For forgery of documents, stamps, seals or forms, their use, transfer or sale, it is proposed to increase the fines to 50-100 thousand rubles for the first offense and from 100 to 300 thousand rubles for a repeat offense, respectively.
6) allow extrajudicial blocking of Internet resources containing information with offers to provide illegal services in the field of migration, as well as on methods of organizing illegal migration, and also oblige the owners of sites and pages to carry out monitoring in order to find such information.
All of these draft laws have been sent to the relevant committees for consideration.
