The Decree of the President of Russia dated 30.03.2023 No. 219 “On Amendments to the State Program to Assist the Voluntary Resettlement to Russia of Compatriots Living Abroad”, approved by the Decree of the President of Russia No. 637 dated June 22, 2006 " came into force on 30.03.2023.
By the decree, the state program is supplemented by clauses according to which the applicant must speak Russian at a level sufficient to communicate orally and in writing in terms of a language environment for participation in the program.
Citizens of Russia, the Republic of Belarus, Kazakhstan, Moldova and Ukraine are exempt from confirming Russian language proficiency.
The decree also establishes a list of documents confirming knowledge of Russian language. Such documents may be:
- a document on education (certificate of basic general education (duplicate)), a diploma (duplicate), issued in the territory of the state of the USSR before September 1, 1991, or received in the territory of Russia after September 1, 1991;
- a document on education issued in the territory of a foreign state, in which Russian language is one of the state languages (for citizens of this state);
- the decision of the commission on the recognition of a compatriot who speaks Russian, adopted on the basis of the results of the interview.
The interview is being conducted in the authorized body of the Ministry of Internal Affairs of Russia in person with applicants located in the territory of Russia, and through video conferencing with applicants outside Russia.
