The Ministry of Culture of Russia is developing a draft law on amendments to the Article 13 of the Federal Law “On the Legal Status of Foreign Citizens in Russia”, which will allow more actively attracting foreign highly qualified specialists in the field of culture.
According to the department, federal theaters and concert organizations annually attract at least 700 highly qualified specialists in the field of art. These are stage directors, choreographers, actors, performers, artists, and other creative workers from various countries.
According to the innovation, all costs associated with attracting HQS of creative professions will be covered by inviting cultural institutions in Russia. If adopted, this rule will apply to “certain categories of creative workers”, the list of which will be determined by the Ministry of Culture of Russia together with the relevant professional community.
The Ministry also proposed to establish a minimum salary for such workers – 83.5 thousand rubles. per month. This is almost twice as much as the average income in this area last year.
It is noted that the draft law is intended to contribute to the implementation of the tasks of the state cultural policy in the field of supporting international projects in the field of art, fruitful creative exchange, and expansion of cultural contacts.
