In 2017, after the statement by the deputy head of the Ministry, Alexander Gorovoy, about the intention to systematize migration legislation, the Ministry of Internal Affairs, together with the scientific community, created a special working group to develop the migration code. “Based on the results of the work, a consolidated opinion was expressed that migration legislation in the Russian Federation as an independent industry has not yet been formed and includes regulatory legal acts regulating issues in the field of public administration, social, labor, housing and other branches of law. In this connection, it was recognized that the development of the Migration Code does not have sufficient prerequisites,” it said.
