This may happen in some regions due to a shortage of machine-readable visa forms that can be affixed to the passport.
If you have been issued such a visa, there is no need to worry; visas issued on an ins ert form have the same legal force as regular-format visas pasted in to your passport. The form and procedure for issuing such forms are established by Appendix No. 2 to the Regulations on establishing the form of a visa, the procedure and conditions for its registration and issuance.
The only disadvantage of loose-leaf visa forms is that they are more likely to be lost than if they are glued into the passport. If you lose the visa insert form, there is a risk of being brought to administrative responsibility for violating the regime of entry and stay in Russia. Therefore, if you lose the insert form, you should immediately contact the Russian Ministry of Foreign Affairs with an application for visa restoration, more details on the Consular Information Portal of the Russian Ministry of Foreign Affairs.
