The Government of Russia is considering a draft amendment to the Order of the Government of Russia dated October 6, 2021 No. 1694, which we wrote about earlier.
The words “and other sectors of Russian economy” have been added to the definitions, so if these changes are adopted, employers will be able to attract citizens of Uzbekistan not only if they operate in the construction and agricultural sectors, but also any other market participants.
It is also planned to remove the limit on the number of workers involved, and employers will not need to obtain permission for hiring foreign workers.
The state duty for issuing work permits to citizens of the Republic of Uzbekistan involved in the pilot project, as well as medical examination of such persons, will be carried out at the expense of the employer.
For citizens of Uzbekistan, the following provisions are important:
- the word “patent” is changed to the concept of “work permit” through the Order;
- the period of temporary stay of a citizen of the Republic of Uzbekistan who arrived on the territory of Russia as part of a pilot project is determined by the validity period of the work permit;
- if as a result of medical examination any traces of narcotic, psychotropic psychoactive substances or infectious diseases are found, then a decision is made on the undesirability of the stay (residence) of such a citizen on the territory of Russia.
