June 4, 2018 visa-free entry for foreign fans on the passports of fan (personified cards of viewer) began to operate in Russia. In connection with the requests from clients, Confidence Group explains that registration of foreign citizens entering with passports of fans is carried out in accordance with the general procedure established by Presidential Decree No. 202 of May 9, 2017, namely within 3 calendar days from date of arrival at the place of stay.
Passport of fan (FAN ID) - a personified card of viewer, which is the part of the identification system of football fans. Every viewer who gets a ticket for football matches of the FIFA World Cup 2018 must get FAN ID. This document can be received in case of confirmed FIFA ticket application. The document is issued free of charge and is valid for all matches of the 2018 FIFA World Cup.
The FAN ID can be made in paper or electronic form. Electronic form of viewer card of the 2018 FIFA World Cup will be valid for visa-free entry into Russia at the same time as the card on paper. Features of the entry into Russia by PCV through special checkpoints - is not provided.
Order of the Ministry of Communications of Russia as of 03.08.2017 N 406 "On Approval of the Procedure of processing of personified cards of viewers" establishes that a PCV, executed on paper, entitles:
- entry into Russia and departure from Russia of foreign citizens and stateless persons arriving in Russia as viewer of sports competitions (hereinafter - foreign viewers), without issuing visas on valid identity documents;
- access to viewer of sports competitions in territory of respective stadiums on days of the 2018 World Cup matches with an entrance ticket for the match;
- free travel of viewer of sports competitions by public transport;
- free travel of viewer of sports competitions by rail in additional trains following the routes of sports competitions when registering on a special resource.
The PCV in electronic form does not give the foreign viewer the following rights:
- access to stadium;
- free travel by rail in additional trains following the routes of sports competitions, by the date of the match;
- free public transport.
On the basis of a fan's passport, foreign citizens and stateless persons have the right of multiple visa-free entry to the territory of Russia. Entry is possible since 00:00 hours on June 4 to 23:59 hours on July 15 2018, departure - since 00:00 hours on June 4 to 23:59 hours on July 25, 2018 (local time).
