A package of legislative initiatives is being prepared in the State Duma that will change the rules for medical examinations for foreign citizens in Russia. The main changes will concern deadlines, control, and liability.
Key changes in migration legislation:
• Reduction of deadlines for passing medical check-ups: The deadline for mandatory medical examinations for migrants arriving for more than 90 days is planned to be reduced from 90 to 30 days.
• Automatic data exchange: Medical institutions will automatically transmit data to the Ministry of Internal Affairs and Rospotrebnadzor. Detection of a dangerous infectious disease will become grounds for prompt deportation.
• Strict sanctions for violations: Administrative fines with possible expulsion will be introduced for those evading the examination. Increased criminal liability will be established for forging medical certificates.
According to lawmakers, the goal of the reforms is to strengthen control over migrants and increase the level of public safety in the country.
