This draft law amends Article 10, as well as Chapter Three and Article 22 of the Federal Law "On Russian Citizenship", which change the legal status of naturalized Russian citizens who have citizenship of foreign states, as well as Russian citizens who have acquired citizenship of such states or retained such citizenship .
If the draft law is adopted, naturalized Russian citizens will be required to renounce citizenship of another state within 6 months from the date of acquisition of Russian citizenship or the entry into force of this law. If they do not submit an application to renounce the citizenship of another state within this period, such citizens will be deprived of Russian citizenship.
Russian citizens who acquired Russian citizenship by birth, if they acquire citizenship of other countries or residence permits in them, may be subject to a tax regime different from the national one. Corresponding amendments are planned to be made to part two of the Tax Code of Russia.
An exception in both cases (naturalized citizens of Russia and citizens of Russia by birth) will be made for the simultaneous possession of citizenship of Belarus, Abkhazia and South Ossetia by a Russian citizen.
If the bill is adopted, it is planned to enter into force on January 1, 2026.
