In accordance with the current version of the law, foreign citizens can obtain a residence permit without first obtaining a temporary residence permit only if they studied at Russian universities full-time and completed their studies with honors. The new draft law proposes to grant this right to all graduates of any educational institution in Russia.
Work in Russia in the profession for at least 6 months, as well as the payment by the employer of insurance contributions to the SFR for these foreign citizens is also proposed as a mandatory condition for obtaining a residence permit.
The explanatory note notes that such amendments can help "improve the quality of the migration flow" and create conditions for "the most useful and adapted foreign citizens" to remain in Russia.
The draft law has not yet been submitted for consideration to the State Duma of Russia. We are closely monitoring the progress of this legislative initiative and will report on all significant events and changes.
