The Order applies to citizens of Russia, as well as foreign citizens and stateless persons permanently residing in the territories of the LPR, DPR, Zaporozhye and Kherson regions on the day these territories were admitted to Russia, as well as to persons who previously lived in these territories and left for Russia.
To do this, you will need to present the following documents:
- passport of a Russian citizen or residence permit in Russia;
- documents confirming permanent residence in the territories of the DPR, LPR, Zaporozhye and Kherson regions, or the location of a legal entity in these territories (for vehicles owned by legal entities)
Driver's licenses, registration certificates and other documents for vehicles, including registration numbers, received by drivers before September 30, 2022, must be replaced before January 1, 2026.
Upon presentation of a previously obtained driver's license or documents confirming their issuance, a driver's license can be obtained without a medical examination and re-passing exams, as well as paying a state duty.
Services related to the issuance of driver's licenses and registration of vehicles will be provided by traffic police departments located in the new territories of Russia. Also, this service will be available in the capitals of other subjects of the Russian Federation.
Until January 1, 2024, it is not necessary to issue an OSAGO policy to register a vehicle in new regions.
