We wrote earlier about the publication of Decree No. 690 of September 30, 2022 and its content.
The new decree of May 15, 2023 amends it as follows:
- stateless persons can no longer apply for simplified citizenship on this basis;
- the condition of taking part in hostilities for at least 6 months and receiving a blast injury, wound or injury was excluded if they participated in hostilities for less than this period, only the condition of concluding the actual contract for a period of 1 year remained;
- spouses, children (including adopted) and parents of participants in a special military operation on the basis of a 1-year contract can now obtain citizenship in a simplified manner, regardless of the acquisition of citizenship by the participants in the special military operation themselves (previously they could only on the condition that family members - participants in a special military operation themselves received citizenship, or they did not receive citizenship, but died during the hostilities);
- an application can now be submitted to any territorial body of the Ministry of Internal Affairs of Russia of the applicant's choice (previously only according to the list, which was determined by the Ministry of Internal Affairs of Russia);
- the petition of the official of the Ministry of Defense with whom the contract was concluded is no longer required (but its form was never approved), but now the applicant needs to provide the actual contract for service in the Russian Armed Forces and its copy;
- changes were also made to the application form - phrases about stateless persons were excluded (they can no longer apply on this basis), and about "other troops" (the contract must now be concluded specifically for the service of the Russian Armed Forces).
The Decree came into force from the date of its signing, that is, May 15, 2023.
