On January 21, 2020, the MIA for the Moscow Region (Moscow, Solyanka St., 9a) reported that only a foreign citizen or receiving party (indicated in the migration registration) can submit documents or obtain visas (initial clearance / renewal / restoration).
By proxy, the Ministry of Internal Affairs will only accept and issue documents if the receiving party is an organization (employer).
