In total, the decree prohibits the work of foreign citizens under patents in 32 areas of the economy, including those where the majority of migrants traditionally worked - construction, including demolition of buildings, wholesale and retail trade (warehouses, markets, shops), transport, and courier services.
This is one of the most radical decrees of the heads of the constituent entities of the federation; to a comparable extent, a ban on the work of foreign citizens under patents was introduced only in the Krasnodar Krai.
