We would like to remind you that since December 29, 2021, in accordance with amendments to Federal Law No. 115-FZ, foreign citizens are required to undergo fingerprint registration, medical examination, and comprehensive testing for infectious diseases.
Currently, the procedure can be officially completed in the Moscow Region only at two institutions:
-
GBUZ MO "Odintsovo Regional Hospital" (based on MMC "Odintsovo"). Address: Moscow Region, Odintsovo Urban District, Novoinanovskoye, Kalinina Street, Building 1.
-
GBUZ MO "Podolsk Regional Clinical Hospital" (based on MMC "Podolsk"). Address: Moscow Region, Podolsk, Profsoyuznaya Street, Building 1.
However, there is a serious problem: as of August 26, 2025, both specified medical institutions lack the certificate forms needed to issue examination results. According to official information received fr om the MMCs, the delivery of new forms is expected no earlier than September 2, 2025.
At the same time, the medical examination procedure itself has not been suspended. This leads to enormous queues and multi-day delays. Citizens have to come for several days in a row to get a place in the multi-hour queue, while they cannot receive the final document.
Alternative option and associated risks:
Due to the current situation, the UVM GU MVD of Russia for Moscow Region has proposed an alternative solution: to undergo a medical examination at the multifunctional migration center (MMC) "Sakharovo" in Moscow. Address of MMC "Sakharovo": Moscow, Voronovskoye Settlement, Warsaw Highway, 64th Kilometer, Building 1, Structure 47.
After undergoing the examination at "Sakharovo", the obtained medical certificate must be submitted to the UVM GU MVD of Russia for Moscow Region.
ATTENTION:
Our company considers it necessary to draw your attention to the serious legal risks associated with this option:
- Legitimacy issue. At the moment, there is no official written clarification from the Ministry of Internal Affairs guaranteeing that a certificate from MMC "Sakharovo" will be unconditionally accepted by the UVM GU MVD of Russia for Moscow Region.
- Risk of document cancellation. In the future, regulatory authorities may have questions regarding the legitimacy of the provided document. This could serve as grounds for refusal of issuance or even cancellation of already issued work permits on the formal grounds of non-compliance with the region wh ere the examination was conducted.
Given the high risks, we do not recommend that our clients and all foreign citizens use the option of undergoing examination at "Sakharovo" for subsequent submission of documents to the authorities of the Moscow Region until official and unambiguous confirmation of the acceptability of such a certificate is received from the UVM GU MVD of Russia for Moscow Region.
We advise waiting for the forms to arrive at medical institutions in the Moscow Region after September 2, 2025, and undergoing the procedure in the established order to avoid potential problems.
