draft presidential decree has been submitted for public discussion aimed at regulating the procedure for entry and exit to Russia of citizens of Ukraine after January 1, 2023, when, at the initiative of the Ukrainian side, the Agreement between the Government of Russia and the Government of Ukraine on visa-free travel for citizens of Russia and Ukraine dated January 16, 1997 will terminate of the year.
In accordance with the draft decree, it is not planned to introduce a visa regime, citizens of Ukraine will enter Russia on the basis of, incl. only the internal passport of Ukraine, mirror measures in response to the introduction by Ukraine of a visa regime with Russia will not be introduced.
According to the draft decree, from January 1, 2023, the following documents will be sufficient for citizens of Ukraine to enter Russia:
• Ukrainian inner passport;
• passport of a citizen of Ukraine for traveling abroad;
• diplomatic passport;
• service passport;
• birth certificate for children under the age of 16 (subject to travel accompanied by parents (adoptive parents), guardians, trustees or persons authorized to do so by parents (adoptive parents), guardians, trustees);
• seafarer's identity card (if there is a ship's list or an extract from it);
g) identity card for return to Ukraine (only for return to Ukraine);
• certificate of an aircraft crew member.
According to the draft decree, it comes into force on the date of its publication.
