HQS will be obliged to undergo a medical examination to obtain a work permit from 31.10.2021

On July 2, 2021, the President of Russia signed the Federal Law of 02.07.2021 N 357-FZ "On Amendments to Certain Legislative Acts of Russia", which amended the Federal Law of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in Russia "in terms of medical examination for foreign citizens who arrived in Russia for work purposes.

From October 31, 2021 all foreign citizen from visa needed countries (including HQS) is required to obtain permits to provide to the territorial authority medical documents confirming the absence of the fact of using narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances and infectious diseases , posing a danger to others, provided for by the list approved by the federal executive body authorized by the Government of Russia, as well as a certificate confirming that he does not have a disease caused by the human immunodeficiency virus (HIV infection) within the established deadlines:

Permit document	The established deadlines of providing the medical documents
Temporary residence permit	Within thirty days from the date of filing an application for issuing a temporary residence permit
Permanent residence permit	Directly when submitting a package of documents for a residence permit
Work permit	If there is a decision to issue a work permit, medical documents and a certificate must be provided personally by a foreign citizen within 30 calendar days from the date of his entry into Russia. Note: If there are documented valid reasons, the specified medical documents and a certificate can be submitted at a later date, not exceeding thirty calendar days from the date of elimination of valid reasons.
Patent (as well as its renewal)	Directly when submitting a package of documents for a patent (its renewal)

Please note that the provisions concerning the grounds for cancellation of the above permits have also changed, namely:

the wording of the basis “is a drug addict”, replaced by “is a user of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances”;
from the wording of the reason “suffers from one of the infectious diseases that pose a danger to others. The list of such diseases and the procedure for confirming their presence or absence are approved by the federal executive body authorized by the Government of the Russian Federation. ”
added a new ground - "did not submit the medical documents and certificate issued based on the results of a medical examination".

The only wording of the grounds for cancellation of permits that has not been changed is “does not have a certificate of absence of a disease caused by the human immunodeficiency virus (HIV infection), except for the cases provided for in paragraph three of paragraph 3 of Article 11 of the Federal Law of March 30, 1995 year N 38-FZ "On the prevention of the spread in the Russian Federation of a disease caused by the human immunodeficiency virus (HIV infection)"

In addition, as we wrote earlier, from December 29, 2021, a certificate of the absence of a disease caused by the human immunodeficiency virus (HIV infection) will be necessary for a foreign citizen when carrying out mandatory fingerprinting registration.

Only medical organizations included in a special list established by the supreme executive body of a constituent entity of Russia have the right to conduct a medical examination of foreign citizens for the presence of diseases that pose a danger to others. In addition, a federal information system will be created, which will contain data on the results of such examinations of foreign citizens.

These provisions come into force on October 31, 2021.
