The Ministry of Economic Development has prepared a draft law to improve the process of engaging highly qualified specialists to Russia as it is stated in the document. The document provides that highly qualified foreign employees and their family members will be able to obtain an indefinite residence permit without the current binding to the period of validity of the labor or civil labor contract. "The purpose of the draft law is to engage the most demanded, qualified and valuable specialists for the Russian economy, as well as to create favorable conditions for them to stay and work in Russia," explained a Ministry of Economic Development representative.
The draft law provides for an increase in the minimum monthly salary for recognizing an employee as highly qualified. It may be enlarged from 167000 to 250000 rubles. An other condition for issuing an indefinite residence permit is that a specialist must first have at least a three-year residence permit and must work during this period in Russia, and their employer must withhold personal income tax from their salary. The presence of an indefinite residence permit will eliminate the need for a work permit, which will simplify the procedure for documentation, according to the Ministry.
