An account can be registered if the Unified Identification and Authentication System has verified information about a document proving the identity of a foreign citizen or stateless person.
But at the same time, the procedure for identifying the identity of a foreign citizen or stateless person when he is abroad of Russia will not be carried out, the authors of the initiative note. The end of the registration process in the Unified Identification and Authentication System with confirmation of personal identification will take place on the territory of Russia.
If the law is passed, it will come into force on January 1, 2023.
According to the explanatory note to the document, the authors of the draft law expect that the proposed innovations should make it easier for foreign citizens and stateless persons to employ in Russia.
