Previously, citizens of Russia, as well as any foreign citizens in Russia, except for highly qualified specialists, were required to issue an insurance number for an individual personal account. From April 1, 2019, registration of an individual personal account in the system of individual (personalized) accounting will be required for any foreign citizens in Russia and citizens of Russia.
