On July 19, 2018, President of Russia has signed two draft laws which provide that the inviting party is responsible for observing the foreign citizen's stated purpose of entering Russia and ensuring the timely departure of the invited foreign citizen outside Russia.
Amendments to the Federal Law "On the legal status of foreign citizens in Russia" are introduced by Federal Law No. 216-FZ as of July 19, 2018. In Art. 16 of the Federal law "On the legal status of foreign citizens in Russia" adds paragraph 6, which provides that the inviting party shall take measures to ensure that the invited foreign citizen regulates the order of stay (residence) in Russia in terms of compliance with the stated purpose of entry into Russia, as well as to ensure the timely departure of an invited foreign citizen outside Russia after the expiry of the terms. The list and application procedure of these measures are provided by the Government of Russia.
Amendments to the Code on administrative offenses of Russia introduces the Federal Law No. 215-FZ as of July 19, 2018. Part 2 of Art. 18.9 The Code on administrative offenses of Russia will provide that if inviting party violates the above duties – it will be administrative penalty on citizens from 2 000 to 4 000 rubles; on officials - from 45 000 to 50 000 rubles; on legal entities - from 400 000 to 500 000 rubles.
Representatives of the Confidence Group Company earlier participated in the discussion of draft federal laws on amending the legislation in the Public Chamber of Russia and presented criticism of these draft laws.
That new rules will come into force on January 16, 2019.
