On February 18, 2025, a bill was submitted to the State Duma of the Russian Federation proposing amendments to the Criminal Code of the Russian Federation and Article 150 of the Criminal Procedure Code of the Russian Federation.
The deputies of the State Duma proposed introducing liability for issuing certificates based on knowingly false information about a foreign citizen's proficiency in the necessary knowledge of the Russian language, Russian history, and the basics of Russian legislation.
Criminal punishment will also follow for violations of the examination procedure aimed at issuing certificates to migrants who do not possess the required level of knowledge.
The amendments provide for various types of sanctions:
· a fine from 200,000 to 500,000 rubles or equivalent to the salary (or other income) of the convicted person for a period of up to 3 years;
· compulsory labor for up to 5 years, with or without the deprivation of the right to hold certain positions or engage in certain activities for the same period;
· imprisonment for up to 5 years, with or without the deprivation of the right to hold certain positions or engage in certain activities for the same period.
