The wording of the draft law contains a clause that the condition for the application of confiscation is the commission of a crime under this article for mercenary reasons.
The explanatory note states that the use of this measure, both in addition to other penalties and when released from punishment, should lead to a decrease in the number of crimes in this area, and ultimately significantly reduce the volume of the “black” economy associated with the organization of illegal migration flows.
According to the authors of the draft law, organized illegal migration is an environment for the development of highly profitable criminal business, often associated with organized and transnational crime, and the current situation is developing into a real threat to Russia’s national security.
