This Decree cancels and replaces Decree No. 690 of September 22, 2022 (read more about it in our news), and was issued in pursuance of the new law on Russian citizenship.
In accordance with the Decree, the following categories of persons have the right to apply for citizenship in a simplified manner:
- foreign citizens who, during a special military operation, entered into a contract for military service in the Russian Armed Forces or military formations or who are undergoing military service during this period;
- foreign citizens dismissed from military service during a special military operation;
- spouses, children and parents of the above persons.
Compared to the old canceled Decree No. 690, the right to obtain Russian citizenship in a simplified manner is also granted to persons dismissed at the time of filing an application for citizenship (with the exception of dismissal on compromising grounds).
In accordance with the Decree, in addition to exemption from the requirement to reside in Russia on the basis of a residence permit for 5 years and confirmation of proficiency in the Russian language, knowledge of the history of Russia and the fundamentals of Russian legislation, the listed persons can be granted citizenship in a simplified manner even if there are a number of grounds for rejection of an application for admission to Russian citizenship, provided for in Article 18 of the Citizenship Law, such as participation in international and interterritorial conflicts, criminal prosecution in Russia and other states, serving a sentence of imprisonment, unexpunged and outstanding criminal record.
The decree also determines the procedure for submitting documents to obtain citizenship and the list of documents attached to the application. The list of documents is the same as in the old decree; the Decree also establishes new application forms.
All categories of persons will need to undergo mandatory fingerprint registration and medical examination.
The decree came into force on January 4, 2024.
