The law on self-registration of foreigners in the system of personalized registration was adopted

On January 1, 2023, Federal Law No. 567-FZ dated December 28, 2022 "On Amendments to the Federal Law "On Individual (Personalized) Accounting in the Systems of Compulsory Pension Insurance and Compulsory Social Insurance" comes into force, according to which foreign citizens and stateless persons will be able to open a personalized account (the former insurance number of an individual personal account) based on information received by the fund from the federal state information system Unified Identification and Authentication System (State Services, Gosuslugi).We wrote about the introduction of this bill for consideration earlier.

The new law will allow foreigners and stateless persons to open a personalized account on the basis of information from the Unified Portal of State Services if this system has verified information about the document proving the identity of a foreigner or stateless person.

Opening an account in the personalized accounting system for a foreigner or a stateless person is carried out only when the foreigner is in Russia on the basis of confirmed information received by the Fund from the State Services system.

We remind you that from April 1, 2019, registration of an individual personal account in the system of individual (personalized) accounting is required for all foreign citizens in Russia, including HQS, working in Russia under an employment contract.

The law comes into force on January 1, 2023.
