The law establishes the following penalties:
1. For organizing illegal migration (Article 322.1 of the Criminal Code of Russia):
• without aggravating circumstances, in addition to imprisonment for up to 5 years, fines of up to 500 thousand rubles are added;
• if this crime is committed by a group of persons by prior conspiracy or for the purpose of committing or concealing crimes, the maximum term of imprisonment increases from 7 to 10 years, and fines increase from 500 thousand to 1 million rubles;
• when committed by an organized group or for the purpose of committing serious or especially serious crimes in Russia, the punishment is imprisonment for a term of 8 to 15 years, with a fine of 3 to 5 million rubles.
2. For fictitious registration of a foreign citizen at the place of stay (Article 322.3 of the Criminal Code of Russia) and fictitious registration at the place of residence (Article 322.2 of the Criminal Code of Russia):
• a maximum term of imprisonment of up to 5 years.
3. For forgery, production or circulation of forged documents (Article 327 of the Criminal Code of Russia), if they are committed with the purpose of concealing another crime or facilitating its commission:
• imprisonment for a term of 2 to 6 years with a fine of up to 500 thousand rubles or in the amount of wages for a period of up to 3 years and with or without restriction of freedom for a term of up to 1 year.
The law comes into force on the day of its official publication.
We remind you that the law has only been adopted by the State Duma of Russia, but has not yet been published. Before coming into force, it must be approved by the Federation Council, signed by the President of Russia and published on the official portal of regulatory legal acts.
