The government of Montenegro has approved amendments to its visa legislation, abolishing the visa-free regime for citizens of Russia and Belarus from November 1, 2026. Until that date, visa-free entry remains possible for stays of up to 30 days.
Podgorica has officially ended nearly 18 years of visa-free travel with Russia and Belarus, a regime that had been in place since 2008. The relevant amendments to the regulation on the visa regime have been published in the Official Gazette of Montenegro and take effect on November 1, 2026.
Reasons for introducing the visa regime
The decision to abolish visa-free entry was made as part of Montenegro's commitments on its path to European Union accession, with the country planning to become a full member by 2028. Harmonizing visa legislation with EU rules is one of the key requirements of the negotiation process.
Following Russia and Belarus, Montenegro will begin phasing in visa requirements for citizens of Turkey, China, the United Arab Emirates, Qatar, Bahrain, and a number of other countries.
When Russians will need a visa for Montenegro
Through and including October 31, 2026, citizens of Russia and Belarus may enter Montenegro without a visa and stay in the country for up to 30 days.
From November 1, 2026, a visa will be required for entry. The exception is transit through Montenegrin territory, which will also require a visa.
Montenegrin authorities have reserved the right to establish individual temporary exemptions from the visa regime, including seasonal ones, for example during the summer tourist season.
What types of visas will be issued
For tourist and business trips, a short-stay category C visa will be issued, permitting stays of up to 90 days in Montenegro.
For study, work, family reunification, and long-term residence — a national category D visa.
Important: Montenegro is not part of the Schengen Area, so its national visa does not grant the right to travel to other European countries.
