draft law was submitted to the State Duma of Russia on July 31, 2024, which proposes to deport and subject to administrative expulsion from Russia not only the foreign citizen himself or herself, but also his or her family members in the event of a violation of Russian legislation by a foreign citizen.Article 33 of Law 115-FZ is supplemented with the following paragraph:
“Foreign citizens who are family members of a foreign citizen subject to administrative expulsion from Russia or deportation are subject to administrative expulsion from Russia or deportation together with the foreign citizen. The legal consequences of administrative expulsion from Russia or deportation of a foreign citizen apply to foreign citizens who are members of his family.”
The explanatory note states that family members of migrants who violate Russian law are proposed to be subject to administrative expulsion and deportation along with them on the basis that migrants often live in closed communities that follow traditions rather than Russian law, taking into account "the presence of a strong family connection between them and adherence to common traditions within the family".
