The head of the Republic of Sakha (Yakutia) introduced the largest (compared to other regions) ban on attracting foreigners under a patent for a number of companies

The Head of the Republic of Sakha (Yakutia) signed Decree No. 2294 dated February 4, 2022, which prohibits employers engaged in the following types of economic activity from attracting foreign workers on the basis of patents.

The Decree provides for an appropriate list of types of economic activity:

Section A	Agriculture, forestry, hunting, fishing and fish farming
OKVED class 01	Crop and animal husbandry, hunting and provision of related services in these areas

OKVED class 03	Fishing and fish farming

Section C	Manufacturing industries
OKVED class 10	Food production
OKVED class 11	Beverage production
OKVED class 12	Manufacture of tobacco products
OKVED class 13	Textile production
OKVED class 14	Manufacture of wearing apparel
OKVED class 15	Manufacture of leather and leather goods
OKVED class 31	Furniture manufacture

Section F	Construction
OKVED code 41.10	Development of construction projects
OKVED code 43.11	Dismantling and demolition of buildings

Section G	Wholesale and retail trade; repair of motor vehicles and motorcycles
OKVED class 47	Retail trade, except for motor vehicles and motorcycles
Section H	Transport and storage
OKVED code 49.31	Activities of land passenger transport: transportation of passengers in urban and suburban traffic
OKVED code 49.32	Activities of passenger taxis and rented cars with a driver
OKVED code 49.39	Other land passenger transport activities n.e.c.
OKVED code 49.41	Activities of road freight transport
OKVED code 49.42	Provision of transportation services
OKVED class 52	Warehousing and auxiliary transport activities

OKVED class 72	Scientific research and development

Companies have been given three months to bring the number of foreign workers in line with this resolution.

Please note that this also applies to those companies that indicated the types of activities listed in the Decree as additional (such a position follows from the previously provided clarifications of the Ministry of Labor and is supported by the position of the Supreme Court dated January 14, 2016 No. AKPI15-1315).

In addition, we remind you that until January 1, 2022, companies had to bring the number of foreign employees in accordance with the Decree of the Government of Russia. Read more in our news.
