Ministry of Construction, Housing and Utilities of the Russian Federation in its Letter N 9572-IF/07 of 12.03.2021 issued clarifications on the recruitment of foreign nationals for labour activities in the construction sector.
The Ministry reminds that the procedure for attracting foreign nationals to work in Russia in the context of the spread of the new coronavirus infection, regardless of industry, is regulated by a special algorithm.
The recruitment of foreign nationals is carried out using the All-Russian Job Database "Work in Russia".
The algorithm of actions for attracting foreign nationals to the Russian economy, developed by the Russian Ministry of Labour, stipulates that:
- Rostrud places a list of economic activities in which it is necessary to attract foreign workers, formed by authorised bodies of the subjects of the Russian Federation.
- Employers that meet the criteria established by the algorithm post applications and information on the concluded contract and the list of attracted foreign workers on the portal.
- Based on decisions of interdepartmental commissions of the subjects of the Russian Federation, authorized bodies of the subjects of the Russian Federation conclude respective agreements with employers whose applications have been agreed upon and send lists of foreign citizens included in the agreed applications to the territorial body of the Russian Ministry of Internal Affairs and Rostrud.
- The territorial body of the Ministry of Internal Affairs of Russia shall issue invitations to enter for labour activities, permits to attract and use foreign workers, as well as work permits on the basis of the employer's application.
- Employers together with the executive authorities of the subjects of the Russian Federation organise the arrival of foreign nationals in accordance with the lists of foreign nationals included in the agreed applications.
The Russian Ministry of Construction draws attention to the fact that the entry of foreign specialists into Russia is carried out by employers in accordance with the algorithm, under the condition of compliance with the provisions of current legislation of the Russian Federation, including sanitary and epidemiological requirements.
