On September 21, 2026, MVD of Russia Order No. 343 dated May 29, 2026, was officially published, approving a new administrative regulation for issuing permits to attract and use foreign workers (RPIRS) and work permits (RNR). The document will replace the previously effective MVD orders No. 541 dated August 1, 2020, and No. 99 dated March 2, 2021.
Timeframes and procedure for submitting documents
The new regulation establishes a single maximum period for providing the state service – up to 79 calendar days from the date of registration of the application. At the same time, the timeframes for processing specific documents established by Federal Law No. 115-FZ remain in effect.
The application is registered on the day of receipt when submitted in person to the migration division. When sent by mail or through the public services portal, registration occurs within one business day. The waiting time in line when submitting and receiving documents must not exceed 15 minutes.
Medical documents and state duty
The new regulation retains the requirement for a foreign citizen to submit medical documents when deciding on the issuance of an RNR. This does not correspond to the mechanism introduced by Federal Law No. 162-FZ dated June 10, 2026, which provides for the transfer of medical conclusions to the MVD through interagency interaction. Order No. 343 was signed on May 29, 2026 – before the adoption of the said law.
This regulation also determines the procedure for paying the state duty. The amounts of the duties are determined by the Tax Code of Russia.
The grounds for refusing to provide the service remain unchanged.
