Employers and customers of works (services) who engage highly qualified specialists (HQS) are required to submit quarterly notifications to the Russian Ministry of Internal Affairs (MIA) regarding the fulfillment of salary (remuneration) payment obligations to HQS.
According to Clause 13, Article 13.2 of Federal Law No. 115-FZ dated July 25, 2002, "On the Legal Status of Foreign Citizens in Russia," notifications must be submitted quarterly no later than the last business day of the month following the reporting quarter.
The next reporting period for submitting salary notifications for HQS began on July 1, 2025.
Thus, the notification regarding salary or remuneration payments to HQS for Q2 2025 must be submitted no later than July 31, 2025.
Failure to comply with salary notification obligations, violation of the submission procedure, or incorrect notification format may result in administrative fines:
- for officials: from RUB 35,000 to RUB 70,000;
- for legal entities: from RUB 400,000 to RUB 1,000,000 per each identified violation (incorrect format or missed deadline).
We would like to emphasize that, as of now, the most common reasons for employers facing administrative liability are:
Incorrect notification format (e.g., submitting outdated forms);
Mailing notifications to incorrect departments of the MIA or to organizations not responsible for processing such documents.
Please note that incorrect or improperly completed forms will not be accepted by the MIA, and notifications submitted in such forms will not be entered into the MIA database. Therefore, if employers submit notifications independently, they may make errors that could lead to penalties due to delayed processing.
The volume of notifications submitted to the MIA by employers is quite high, especially toward the end of the reporting month, which increases the risk of untimely processing by MIA officers. To ensure timely acceptance and processing of notifications by the Russian MIA, we kindly ask you to provide us with signed forms by July 15, 2025.
