Reminder about the start of the reporting period for submitting salary notifications for HQS for Q3 2026
Employers, as well as customers of works (services) engaging highly qualified specialists, are required to notify the Ministry of Internal Affairs of Russia on a quarterly basis about the fulfillment of obligations to pay wages (remuneration) to HQS.
In accordance with paragraph 13 of Article 13.2 of Federal Law No. 115-FZ dated 25.07.2002 "On the Legal Status of Foreign Citizens in the Russian Federation," the notification is sent quarterly, no later than the last business day of the month following the reporting quarter.
The next reporting period for submitting salary notifications for HQS began on October 1, 2026.
The notification on the payment of wages or remuneration to HQS for Q3 2026 must be submitted no later than October 30, 2026.
We draw employers' particular attention: in the current quarter, salary notifications for HQS are being submitted under the current form for the last time. From September 1, 2026, new notification forms came into force (more details in our news), and all subsequent reports must be prepared and submitted using the new form.
Failure to fulfill the obligation to notify about the payment of wages, violation of the established procedure or form of notification entails administrative liability and the imposition of a fine:
• for officials — from 35,000 to 70,000 rubles;
• for legal entities — from 400,000 to 1,000,000 rubles in respect of each identified case of violation of the form or deadline for submitting the document.
In practice, the most frequent grounds for holding employers liable remain violations related to the form of notification, including sending documents on outdated forms, as well as submitting notifications by mail to divisions or organizations that are not authorized to accept such documents, or to incorrect addresses of Ministry of Internal Affairs divisions.
Incorrect or improperly completed forms are not accepted by the Ministry of Internal Affairs, and notifications sent on such forms may not be entered by Ministry of Internal Affairs employees into the records databases. When preparing and sending documents independently, employers often make mistakes that create a risk of fines, including due to late processing of notifications.
The volume of notifications received by the Ministry of Internal Affairs from employers traditionally increases significantly toward the end of the reporting month. This increases the risk of untimely processing of documents. In this regard, we ask you to send us the signed forms by October 15, 2026, in order to ensure timely submission, receipt, and processing of notifications with the Ministry of Internal Affairs of Russia.
We additionally inform you that from September 1, 2026, the requirements for the salary amount for HQS were also supposed to change: an increase in the threshold to 717,000 rubles per month was discussed. Business communities made significant efforts to postpone the entry into force of the relevant changes and to achieve a reduction in the planned salary threshold for HQS.
