Employers, as well as customers of works (services) who engage highly qualified specialists, are required to notify the Russian Ministry of Internal Affairs on a quarterly basis about the fulfillment of obligations to pay salaries (remuneration) to HQS.
In accordance with paragraph 13 of Article 13.2 of Federal Law No. 115-FZ of July 25, 2002 "On the Legal Status of Foreign Citizens in the Russian Federation," the notification must be submitted quarterly, no later than the last working day of the month following the reporting quarter.
The next reporting period for submitting HQS salary notifications began on July 1, 2026.
The notification on the payment of salary or remuneration to HQS for Q2 2026 must be submitted no later than July 31, 2026.
We draw special attention of employers to the following: in the current quarter, HQS salary notifications are being submitted under the current form for the last time. Effective September 1, 2026, new notification forms will come into force (see our separate news item for details), and all subsequent reports will need to be prepared and submitted using the new form.
Failure to fulfill the obligation to notify about salary payments, violation of the established procedure or form of notification entails administrative liability and the imposition of fines:
• for officials — from 35,000 to 70,000 rubles;
• for legal entities — from 400,000 to 1,000,000 rubles for each identified case of violation of the form or submission deadline.
In practice, the most common grounds for holding employers liable remain violations related to the notification form, including submission of documents on outdated forms, as well as sending notifications by postal mail to departments or organizations that are not authorized to accept such documents, or to incorrect addresses of Ministry of Internal Affairs divisions.
Incorrect or improperly completed forms are not accepted by the Ministry of Internal Affairs, and notifications submitted on such forms may not be entered into the Ministry's databases by its officers. When preparing and sending documents independently, employers often make mistakes that create a risk of fines, including due to late processing of notifications.
The volume of notifications received by the Ministry of Internal Affairs from employers traditionally increases significantly toward the end of the reporting month. This increases the risk of untimely document processing. In this regard, we kindly ask you to forward signed forms to us by July 15, 2026, to ensure timely submission, acceptance, and processing of notifications by the Russian Ministry of Internal Affairs.
We also inform you that effective September 1, 2026, requirements for the HQS salary threshold were also supposed to change: an increase to 717,000 rubles per month was under discussion. Business communities made significant efforts to postpone the effective date of these changes and to reduce the planned salary threshold for HQS.
