From 1 September 2026, Ministry of Internal Affairs Order No. 290 of 12 May 2026 comes into force, approving upd ated forms for notifying the conclusion and termination of employment contracts or civil law contracts with foreign citizens. The new forms introduce mandatory fields for indicating the contract’s duration, and a field for the foreign citizen’s taxpayer identification number (INN) has been added to the notification of salary payments to highly qualified specialists.
What exactly is changing in the documents
Although the general procedure for submitting notifications remains the same, the new forms contain important changes:
• In the notification of the conclusion of an employment contract, it is now necessary to indicate its duration. If the contract is indefinite, a special mark is placed in the relevant field. It will also be necessary to indicate the employer’s or service purchaser’s INN.
• In the notification of salary payments to a highly qualified specialist, a field for the foreign worker’s own INN has been added. At the same time, information about their profession and the territory of validity of the work permit has been removed from the form.
• Consent to the processing of personal data must now be drawn up as a separate document and attached to the notification.
Who is affected by the changes
The obligation to submit notifications applies to all employers regardless of the foreign worker’s status: holders of patents or work permits, citizens of EAEU countries, persons with temporary residence permits or permanent residence permits.
The submission deadline remains unchanged – three working days from the date of conclusion or termination of the contract. Notifications of salary payments to highly qualified specialists also continue to be submitted on a quarterly basis.
Consequences of non-compliance with the new requirements
A notification submitted after 1 September using the old form will result in administrative liability:
• fines for officials from 35,000 to 50,000 rubles,
• for organisations – from 400,000 to 800,000 rubles, or suspension of activities for up to 90 days.
Employers are advised to replace their templates in advance with the new forms se t out in Appendices Nos. 7 and 8 to Ministry of Internal Affairs Order No. 290.
